I believe this gentleman was an instructor at the United States Air Force / USAF K-Base airbase K-18 in Kangnung (Koryo), home of the ROKAF / Republic of Korea Air Force 10th Fighter Wing in Korea. (In some photos his cap is emblazoned with FRANK...in others he wears one marked SHIFF, however I am unable to find any info re: a Frank Shiff or Francis Shiff.)
