Gallatin handwrote, signed and dated this letter to Casar A. Rooney Esqr. of Philadelphia, Pennsylvania in 1806.
Autograph letter signed "Albert Gallatin" as Jefferson's Secretary of the Treasury. 3 pages, 8x9¾, 1 page front and verso. Washington D.C., Jan. 22, 1806. Addressed to Casar A. Rooney Esqr., Philadelphia, Pennsylvania. In full: "Dear Sir My bad state of health, and [illegible] of public business have prevented an earlier answer to your letter of 10th inst. It was with great regard that I found myself under a necessity of returning the payment of Judge Rodney's draft. But you will see by the enclosed why that I had laid down the sale by which payments should be made, and no complaint had been made that the mode would be inconvenient. Some rule was absolutely necessary 1st because the law expressly provided that the compensation should be for each day of attendance 2nd because one of the Commisrs. having been removed, and at 2000 dollars, it became necessary that the number of days on which the removed officer (Turner) and his successor had actually attended should be precisely ascertained. For want of the certificate I have also refund payment of Turner's bill & I must make the sale general. In the meanwhile, I paid as an advance one thousand dollars on Judge Rodney's drafts; but I could go no farther without the certificate, particularly because is the official communications of the other commissioners, it had been repeatedly stated that the necessary absence of Judge Rodney whilst attending on courts was one of the causes of the unexpected delay in closing the business of the board. If the rule adopted is inconvenient, I will be satisfied with the evidence of either one of the other commissioner in office, or of the clerk for the number of days of attendance; and on that accompanying the draft, will pay the same. But you must be sensible that some evidence other than that of the party himself is a necessary voucher for the settlement of the account. I remain Dear Sit Yours truly". Gallatin (1761-1849, born Abraham Alfonse Albert Gallatin in Geneva, Switzerland) served as Secretary of the Treasury under Presidents Jefferson and Madison (1801-1814). When he assumed the position, the national debt was $87 million. In ten years, it had been reduced to $45 million because of his mastery of the details in public finances, lowering the debt and taxes. With the onset of the War of 1812, the debt again skyrocketed. In 1814, Gallatin was appointed as one of the commissioners to negotiate the Treaty of Ghent, ending the War of 1812. He later served as U.S. Minister to France (1815-1823) and England (1826-1827). Lightly toned and creased. Ink transference inside letter, which touches handwriting and signature. Light show-through, which touches handwriting but not signature. Lightly nicked at top and bottom of spine of letter. Lighted dented at spine. Folded once horizontally and twice vertically and unfolded.
