An antique or very early 20th century brass workshop spirit burner or blow torch, liquid fuel lighter
The wick & wheel top firmly presses in place ( not screwed) after filling. The cap is also push on & firm however, I doubt very much it would stay on for long in the pocket which would help ensure it stayed in the workshop. It's likely designed so that the user having lit the required tool would then simply stand the lighter upright & push the cap back on
The lighter is not shown working because of it's size & the amount of fuel required just to take a few photos "however" everything fits tightly into place, the wheel spins confidently & produces an excellent spark, the flint stem is strong as is the screw thread & spring, plenty of wadding & a wick
Personally I see no reason why it shouldn't function as well today as it did when it was made
A very rare workshop accessory, there can't have been anywhere near as many of these produced as there were the tools requiring one
