This is a figurine made by Lowell Davis for Ertl Collectibles. It's part of the FoxFire Friends series and is a tractor riding bear named Howdy. He would have originally come with a tractor, but I unfortunately don't have the tractor. He fits well on a lot of 1/16 scale tractors as long as the seat area is fairly open (I included examples of a few tractors I found in my collection that he fit on). He can also sit on the edge of a shelf or bookcase, although that's not the original purpose.
